Are you referring to the default Display page of that is selected whilie creating the article?
Or you want to construct the url of any article to open on a specific page?

Both have different solution, please provide more information.

I mean the URL...such as this one

portlet title: 121010_Italia digitale a due marce
URL: http://IP:8880/web/portale-confcommercio/-/121010_italia-digitale-a-due-marce

I know that I can change blank spaces with "-"...but in case there are strange characters (&?!,.) I have to change everything. I want to be sure to format the URL fine.

I am really confused, you asked you have to get the url?
You mean you want to know how this:
1 121010_italia-digitale-a-due-marce
changed to
1121010_italia-digitale-a-due-marce

This is done by Liferay using :
1FriendlyURLNormalizerUtil

And if you want to retrieve it from
1 journalArticle.getUrlTitle()


Please clarify some more in case you are looking for something different.
