I have to put add new(Create Web Content) Button in theme, outside of asset publisher, that link should be appeared to only logged in user,
I am unable to find a way to achieve it , Please guide

If you want to add that button then you can add in theme part.

In the below part inside if condition you can put it.

#if($is_signed_in)
#dockbar()
button part // Pseudo code
#end
