The Tags Navigation portlet allows you to browse content by the associated tags for portlets that support tags navigation. The default behavior of the Tags Navigation portlet displays available tags for content that is on the same page as the Tags Navigation portlet. You can change the behavior to show all tags that exist in the portal by going to the Tags Navigation's Configuration page and selecting the Show All Categories option.
