URL for pages content pages to reflect language in theme header and footer

Hi,

I have a theme, which has link for some static content in header and footer. The question is how should I give the link for languages in the vm file.

For example assume that the footer link has "Privacy policy" which has static content in two different languages English & Spanish. How to dynamically give the url of such link such that when user selects spanish and then clicks the link it directly shows him content in spanish.
