how can I make files I already uploaded to server available via documents and media?

hi,
I use the the command scp in linux console to move files between servers.
sometimes files are large and moving them directly between two servers per console is faster.
I want to avoid moving from server1 to home computer and upload again to server2.

sometimes I want to upload big files over night because uploads influences download traffic at days and browsing internet is slow.

second reason is that normal users should be alowed to upload 5 mb and the admin should be alowed to upload more whithout changing settings.
