Configure Blogs Portlet at Organization level

Hello,
Could any one please tell me the approach how to configure blogs portlet in liferay .
my requirement is like , i have to configure blogs portlet for whole liferay portal , and i have give permission to create new blog for user with respective of particular organization,
if any one done same kind of requirement please tell me how to achieve
any suggestions would be helpful,
