For me the solution was to delete and recreate the database which is not for production use. It happened when I deleted the plugin repositories from plugin installer configuration page.
You can restore the settings by editing the portal.properties file. It should also be possible to do that by editing the portal-ext.properties.
my settings are
plugin.repositories.trusted=http://plugins.liferay.com/official
plugin.repositories.untrusted=http://plugins.liferay.com/community
