Issue with DDL definition in Global Scope

Hi there,
We have defined a DDL definition in Global Scope, having a Select List with custom list of values. We are using this definition in DDLs within the local scope of individual Sites. However in the Add Record form, the Select List doesn't have custom values list, instead it has default values "option1" "option2" etc. I have tried the scenario using Guest as well as Admin users, and faced the same issue in both the cases.
Appreciate any ideas.
