IP-Based Roles

I have a need for this feature in a project and am thinking of implementing: http://www.liferay.com/community/wiki/-/wiki/Proposals/IP-Based+Roles

Has anyone put effort into this feature? Would this be something that could be implemented using a plugin or would it have to be build into the core Liferay code?

I have not, as yet, started on this feature.

I am still willing to implement, however, was hoping from my original post to get some insight as to where to start looking. I do not have any familiarity with the Liferay code base and have only been using Liferay from a an integration and porlet implementation level.

If I could be nudged in the right direction I can go from there.
