Weird "No templates were found" msg trying to create Web Content Display

Hi
I have encountered an unexpected problem in Liferay. When I try to edit a Web Content Display as the portal admin, the "Change template" dialog and the "Change structure" dialog tell me "no templates were found" and "no structures were found" respectively.
I found this thread earlier: http://www.liferay.com/community/forums/-/message_boards/message/13886031
But selecting either "Global" or the site in question from the dropdown does not fix the problem.
Any ideas?

How do I add structures and templates that are available globally in every group (programmatically)?
I need structures and templates that are available throughout the portal.

Found the solution:
When adding templates programmatically, you need to add them to the global group. This is the one that has a friendlyURL of "/null" in the database (that seems to be the only way to recognize it).
Weird stuff.
