Class invoked when admin creates user from Control Panel

Hi,

I was just wondering, if a user registers himself through create account link, it is UserLocalServiceUtil class which is called.
I have a question that if the portal administrator creates a new user from the Control Panel which class is invoked.
Can anyone please help me on this issue.
