Can't access look and feel even as Admin

After logged in as admin,
I am not able to get the look and feel popup though out the portal.
I tried in my custom and default theme. Image attached ?
I am using LR6.1.1

Has any body faced this issue???

No exceptions in the log file. And i can access configuration..

In my case the problem was that I had overwritten a property (portlet.add.default.resource.check.whitelist) without including the original values.

portlet.add.default.resource.check.whitelist=3,56_INSTANCE_0000,58,82,86,87,103,113,145,164,166,170,177

So, if you need to put a portlet on the white list, remember to also bring back the original values.
