Control Panel Top categories?

Using Liferay 6.2, Is there a way to edit or add the top control panel categories? Create a new new custom one? Would this be achieved with a hook? Thanks

It's very easy to add custom portlets to the existing categories. (There's a wizard in Liferay IDE/Developer Studio or an entry in liferay-portlet.xml)

It's a lot harder to add a custom section in control panel. IMHO you're easier off if you just blend into the existing sections.
