Liferay 6.2 - Can't see users or orgs in the control panel

I had visibility of users and orgs then it stopped. The users are definitely in the database and if I try to add a new one with an existing I get blocked for doing so.

Has anyone seen this issue and knows what the fix is?

Its seems to be related to site membership somehow.

Can you try re-indexing Database index from Control Panel > Server Administration section with Portal Admin login.?

I did try that. I needed to go in a cleanup some bad references in the database then it started working ok.
