Attached is the liferay-plugin-package.xml file to display current theme description in Japanese and a screen shot of the properly translated page with this file.
The file is in Shift-JIS encoding.
Since the xml file does not have an "encoding" specification in the header, the file actually should be in UTF-8, but when I change the encoding to UTF-8, the message does not appear correctly. I've attached a screen shot of what happens when I save the file in UTF-8 encoding.
I think there's a problem with liferay's xml parser encoding routine.
