static portlet not showing in some pages

Hi,

I am using LR 5.1.2
I have used static portlets for may organization home pages.
I set
layout.static.portlets.start.column-1[organization]=organization
layout.static.portlets.start.column-2[organization]=20
layout.static.portlets.end.column-2[organization]=19

in portal-ext.propeties file.

I see strange thing - for some users

organization home page is blank (without any portlet),for some users home page has all three portlet,behaviour changes every time.

All users has access to organization(I am not getting any permission errors).

Can any one please tell what is going wrong?
