Use Organization Scoped roles in Site Template Permissions?

I am struggling with setting up Liferay 6.1 for the following scenario:
1. Each of my clients has one parent organinization and one or more child organizations.
2. I define roles scoped to organization.
3. I create page templates and a site template that uses them
4. I define permissions for the site templates pages.
5. When setting the permissions for pages in the site template, I can't see any of my organization level roles. I can see roles scoped to a site level.
6. I create sites for each organization from the site template.
7. I expect the permissions defined in the site template to propagate to the site. This works for roles scoped to site.

re #5, What am I doing wrong? Is it impossible to use organization scoped roles when defining the permissions on site template pages?

If Organizational Roles can't be assigned to Site Template Pages., is there a better approach?
Should I abandon organizational roles and just use site roles and force my client to assign site roles to each user in each site? Seems kind of brutal.

Additional Considerations
We will have hundreds of parent organizations (clients) and each parent may have many child organizations.
We are fielding an application that is the same across all of these clients which is why the site propagation is desireable.

Same problem here.

We are using Site Roles in parallel to Organization Roles to achieve this functionality.

For built in roles there is an automatic correlation between Organization and Site Roles (e.g. Organization Administrator = Site Administrator) but I don't know how you could possibly achieve that for custom Organization / Site Roles.

Ideas for a better solution welcome :-)

Hello Guys,

I didn't get any solution to this problem and I think it's not possible with out-of-the-box liferay. So I have shifted from Org roles to Site roles, as we had no explicit requirement for Org roles. Also the site we were creating were always part of an Organization, there were no separate sites.
