Where to save jars?

Hi,
I am wondering, where I have to save additional jars like jsf-impl.jar. I found several possibilites. Which one is the best?
1. Copy the jars into the folder lib/ext. But if I do this, sometimes the server does not start, when I copied certain jars, for example the jars for jsf.
2. Copy the jars into webapps\ROOT\WEB-INF\lib.
3. Insert the jars into liferay-plugin-package.properties. Then I save the jars in the lib-folder. But they are deleted, when I deploy the portlet. I don't want to copy them every time again.
Are there any other possibilites? I want to start the server with this jars and without any errors.
