newbie question about deploying application

Hello all,

I hope this is the right place to post my question. :-)

I am a newbie in Java Frameworks&Portals and of cource in Liferay (prior experience with ASP.NET and PHP)
I have a project (a small custom ordering system) and JSF is the framework that should I use.
I 'm looking for a "higher level" framework to manage users-rights, user-registration, application layout and navigation etc.

My question is which is the right platfrorm to deploy this app. Is it possible to write programs in a JSF IDE (e.g. netbeans, Jbuilder) and run them inside a Liferay portlet?
Also will I be able to join my application with liferay's functionality (e.g. with liferay's commenting system, rating system etc)
