Themes all look the same?

We're having a problem with themes, I used plugin installer to add a couple of new themes like "Sample Styled Advanced 5.1.2.1", they appear to be correctly added to our webapps directory. But under manage pages look and feel the thumbnail looks like classic and when I apply it, the page still appears classic.

Actually I just downloaded the theme directly from sourceforge, the war on source forge appears to contain the classic theme.
