Ckeditor. Button "link". Tab "Target".
How to add/edit lists menu (for example: external)

"external" is not a valid target (browsers won't know how to handle it).

But if you really want to hack this in, you'll need to deploy a jsp hook w/ a modified ckeditor source file.
