browser URL for document library document.

Hello All,

I have pdf uploaded at the following location in document library.

C:\liferay-portal-6.1.20-ee-ga2\data\document_library\10154\0\messageboards\13902\13901\help.pdf

I have an html file with a link to " view help" pdf file. I need to display this pdf on click of a link.
This html is a static html, just wondering how to construct an URL or what is a valid URL to display pdf in the web browser.

are there any settings or configurations i need to perform ?

I tried the following but not successful:

http://localhost:8180/data/document_library/10154/0/messageboards/13902/13901/help.pdf
http://localhost:8180/10154/0/messageboards/13902/13901/help.pdf
