In the EE version this is easy since it is installed separate and can be deactivated in the portal's plugin configuration settings. I was unable to find this in the CE version 6.0.6. Is there some other way to turn off the bottom bar?

I was able to remove chat-portlet directory from webapps and the chat bar was gone. Hopefully this helps someone down the road!

Alternatively, you can go to Control Panel
From the left side menu in the "Server" section you choose "Update Manager"
A list of installed web application is presented. For each one there's an "Uninstall" link
