Well, let's call a spade a spade here...
The upgrade issues are mostly related to missing images and/or documents from the document library. There's no proof that the missing objects were due to a Liferay bug, but I bet that there's a lot of user error behind them (either users manually deleted items from the data directory, or they incorrectly used one of the APIs, etc.).
The changes being made for the 6.1.1 are to not treat them as general upgrade failures, allowing the upgrade to continue even when a missing image and/or document is found.
IMHO, all it's doing is allowing a problem from an earlier release to propagate into the new release... This may not necessarily be a problem (if you've deleted an image file that is not referenced in any active content, it's not really a problem I guess).
But it should not be cast as some sort of stability issue for the 6.1 line...
