Restricted Accessto Workflow under control panel

How do I restrict the access to the workflow in

Control panel -> Portal -> workflow

I do not want the community member to have access to definitions and configurations tab though I want him to have access to the Submissions tab so that he can view the submissions and assign any of them to self if required.

I tried setting the permissions as Workflow-> access in control panel and Workflow-> View.

But that doesn't make the required changes. Do I need to override the portlet code and if so where?
