Unable to navigate to link from Terms of Use page

I have added a link in my Terms of Use page, however once I click on any link inside the web content or outside of it, it takes me back to the terms of use.
I have tried adding a new page target to my hyperlink but it still doesn't show the proper link and redirects to terms of use page.
How do I enable links from Terms of Use in Liferay 6.
