WorkFlow implementation for minutes meeting DDL

Hey all,
I have ran into a problem and the problem is this:
I have to implement a Minutes meeting portlet in Liferay and I did it by creating a Minutes meeting DDL(Dynamic Data Display). Now the problem is that I have two Users:
1. Administrator( Who has full rights).
2. User1 (Who has limited rights which are implemented by a Custom Role).
Now I need to implement a workflow where User1 can add an entry in the minutes meeting but it would not be updated and showed in the SpreadSheet view which is displayed in the main portal page until and unless the administrator approves it. I have already done this by giving the "Add record" permission to User1 but this permission allows User1 to add records and they are showed in the SpreadSheet view without the approval of the administrator.
Please can someone tell how to accomplish this kind of workflow and if this possible by modifying the portal code then please let me know that too. It would be very kind of you if you guys can help me. I would be thankful to you.
