Why is a link to a DL Resource not permitted for Power Users / Users?

Hi guys,

I got DLEntries and provide hyperlinks to them in my specific portlet.
When the User clicks on it I get this error

What permissions must I set so that users can view it? Organization Owner? Site Owner?

One must do the following:

• Log in as admin
• Go to Control Panel
• Go to "Roles"
• Find the "Site Member" role and go to Actions->Define Permissions
• Add Permission->Document and Media
• Select all the "view" permissions

Should work I thought.... but it does not with all users. Im very confused.
