Disable creating new tags and categories for specific roles.

Hello,
I have a scenario where I want an admin to be able to create tags and categories within liferay and then I want to have another user ( a content manager) who when uploading a document can only select from the predetermined categories and tags and cannot create new ones. Is it possible to setup the permissions for adding tags and categories to a document by role, or do I need to create a hook? There is permissions inside the tags and categories tab of the control panel but it does not work as expected. Any insight is appreciated.
