Document library Resume Download Problem

Hello
I'm using liferay 6.2 tomcat bundle on Windows server 2008 and connecting to liferay on winxp client.I change the max file size to upload big files to document library.I can add files to document library.When I download files from my client by using download url resuming the download is not possible.I use different download managers but they cannot even get the file information ( file size) to download.
When I use google chrome (Version 30.0.1599.101 m) the download is resumable but file size is unknown again.
Using firefox 18 default downloader the file is not resumable again.
The same problem on liferay 6.1 ga2 and 3 and chrome also not resumable.
Where is the problem?
