Hi Yegor,

I'm not sure about adding Users portlet into your page.But,you can either refer to Directory portlet in Add Applications.Which might disallow some exceptional permissions given to admin.There you can extend/override you necessary features.

Hi,

Which version of Liferay are you using?
The OOB Add user portlet cant be added to the page. For the 5.2.3 version you can may be refer to this plugin created for adding users.
Add New user Wizard

Or you can create your own custom portlet to achieve the same.

You may have tried this, but simply modifying the liferay-display.xml would result in an error.
