Velocity template to Render UI

Hi All
The UI of any Portlet that i create should be rendered from a velocity Template.
ex:
If i need 2 text box and 1 submit button then it should be possible for us to render UI from Velocity Template.
Does liferay supports the above ? If yes can you please guide me specific documents
