Control panel doesn't display Workflow Configuration link

I'm trying to use Liferay's workflow manager for enabling workflow for the content. But I'm not able to see the Workflow Configuration Link in the Control Panel.
"To enable workflow for Web Content, navigate to the Control Panel and select Workflow Configuration." I'm using 6.0.12 EE and the user that I'm logged in as is a Power User. Also I can see the required plugins as active portlets in the Plugins configuration. Can anyone tell me what I'm missing or how to access the workflow manager?

Found the solution in this post. I believe the plugin repository link is broken(gave 403 fobidden) and the WAR file in Priti's post worked for me.
