The Cooperative Institute for Research in the Atmosphere (CIRA) at Colorado State University seeks to fill a full-time professional scientific position for its collaborative research and development as a Cooperative Institute with the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Meteorological Development Laboratory (MDL) Decision Assistance Branch in Silver Spring, MD. (Office will be in Silver Spring, MD; however, the option exists to work remotely from your home/office with periodic coordination meetings in Silver Spring.)

Background:

The primary goal in the research partnership between the Decision Assistance Branch at the NWS Meteorological Development Lab (MDL) and CIRA during the past few years has been to keep abreast of advanced technology and apply it to CIRA and MDL research results. The partnership is currently focused on providing a framework to foster innovation, science sharing, and development of new tools and services within the NWS with the goal of streamlining the transition of research to operations. The partnership has resulted in the establishment of the NWS Virtual Lab (VLab), a set of services and IT framework enabling NWS researchers and their partners to share ideas, collaborate, engage in software development, and conduct applied research. The VLab is built upon Liferay -- an open source Java portal framework, Redmine, Gerrit, and Jenkins.

This partnership is also developing new tools and services within the Advanced Weather Interactive Processing System (AWIPS) II. AWIPS is the system used by all NWS forecasters to visualize weather data and generate watches/warnings/advisories and products. The AWIPS II system uses service-oriented architecture and is primarily written in Java and uses Eclipse’s Rich Client Platform (RCP).

CIRA has and will continue to provide expertise in a wide range of technical areas, including but not limited to: portal frameworks, collaboration toolsets, configuration management, hardware and software configuration and tuning, software design and development, and application of new technologies and languages which are aligned with other NWS projects such as AWIPS II. This expertise, in combination with the synergy between CIRA and MDL as applied to joint research efforts, will result in new, innovative applications of these advanced technologies.

Responsibilities:

The successful candidate will be a working technical lead -- enhancing and further developing the VLab. Their responsibilities are likely to include:

Development of new portlets (Java, XML, web services)
Modification of the Liferay open source portal framework (Java)
Updates to the look and feel of the VLab (CSS, JavaScript, Velocity)
Potentially, modification/development of Redmine plugins (Ruby)
Troubleshooting VLab user issues
Upgrading VLab components (e.g., Liferay, Redmine, Gerrit, and Jenkins)
Migrating VLab components to the cloud
Integrating VLab components to make more of a seamless user experience
Becoming an expert on VLab technologies
Providing training and demonstrations to VLab users
The successful candidate may also participate in the design and development of AWIPS II applications using Java and Eclipse’ RCP.

Required Qualifications:

A Bachelor’s degree or equivalent experience in Computer Science, Meteorology, or related technical field of study is required
Minimum of 10 years of practical technical experience programming in an object-oriented language is required
Proven leadership abilities, including experience leading development projects, is required
Experience developing web application software using Java is required

Desired Qualifications:

High degree of initiative, excellent communication skills, and applicable systems and software development experience
Ability to function well as an effective member of a project team where adherence to design, coding, and other project conventions are highly valued
Familiarity or experience with any of the following is highly desired:

Liferay development experience (hooks, themes, portlets, extensions)
Experience developing JSR 168 or JSR 286 compliant portlets
Experience supporting and maintaining large projects
Familiarity with object-oriented concepts and design principles
Experience with relational databases, Eclipse, issue tracking, and revision control (specifically Git and/or Subversion)
Experience with continuous integration (e.g., Jenkins or Hudson)
Experience with Gerrit code review
Experience developing software in a Linux, Windows, and/or Mac environment
Experience setting up your own development environment
Familiarity with CSS, JavaScript, Ruby, Apache Velocity, XML, Spring, Hibernate, Apache HTTP, and Apache Tomcat
Experience troubleshooting issues
Must be reliable, self-motivated, and comfortable working in an agile and creative team environment
