Staging is not redirecting properly

Using 6.1.2ga3. I have a main site and another portal instance. The main site staging is working exactly as expected. However, the second site has problems. After logging in, I get the green bar and click on 'staging'. It then redirects me to a sign in page. If I sign in again, staging works. No error messages in the stack trace.

Anyone have any ideas on what could cause this?
