Downloading Documents with IE over SSL

We have a site that we are unable to download with IE8, 9, or 10 any documents, PDF or Word specifically, from the web site. I've found this Issue (http://issues.liferay.com/browse/LPS-29645) which implies it's been fixed, but only back patched for EE. Is there any where I could see what's been done so I can replicate it for our site?

Does anyone know where to find the processes that work to create the download stream so I can hook that and add in the proper headers that fix it for IE?
