Own property file available for whole portal

Hi All,

I have one property file which I want to load at the server startup and it will be available though out the portal.
I mean it will be available for all portlet outside ROOT.war

is it possible? How to achieve that?

And yes, file is encrypted...I want to decrypt it and load it.
It should be available through out portal.
