Can we implement quicknote functionality inside Custom Portlet

Hi,

My requirement is to display a table with text boxes (Value of text box is editable only by admin) for all the other users the value entered by admin should be displayed as non editable text.

Quicknote portlet does the functionality as per my requirement. Is there a way i can use it inside a Web Content Display or Custom Portlet.

Or can it be be done in a different method.
