Page Layout permissions

I am trying to configure Liferay in such a way that only few users have permissions to add content (including adding pages) to their public pages. Eliminate private pages for all users. I have configured the following in portal-ext.properties file.
layout.user.public.layouts.enabled=true
layout.user.public.layouts.modifiable=false
layout.user.private.layouts.enabled=false
After this, no user including the "admin" can modify their public page. The question is how can I setup permissions to few users that can modify their public page?

Answering my own question. I have configured the following in portal-ext.properties
layout.user.private.layouts.power.user.required=true
layout.user.public.layouts.power.user.required=true
Now, only power user can have public and private pages.
The follow up question would be, is it possible to configure the same for a different role?
