Journal Articles not shown to Guests without Cookies in Liferay 5.1.2

Hello,

I have following Problem in Liferay 5.1.2:

On my Guest-Homepage I added several JournalContent Portlets and Articles.
Everything works fine and Guests can see the articles. But after Restarting Tomcat and deleting all Cookies in my Browser, the Articles in the Portlet are not shown. Its the same issue when guests requests the page the first time.
When I logged in, I can see the articles, after logging out, also. Because I'm getting the Cookie.

I doesn't change anything to Guest-Permissions.

Has anyone the same problem?
