Problem with DB migration during upgrade from Liferay 5.2.3 to 6.0.6

I filed this as a bug about 2 weeks ago, and haven't gotten a response so I'll link to the bug here:

TL;DR: I get a "There are no actions associated with the resource com.liferay.portlet.asset.model.AssetCategory" during the database migration from Liferay 5.2.3 to 6.0.6. Asset categories did not exist in 5.2.3, so this is something new to 6.0.6, so I'm thinking it's a bug.
Has anyone encountered this bug or found a work around for it?
