Add folder Permission problem?

Hi,
i (admin) have to create a one community , with one public page, set a permission in the "Document Library Portal" to add a folder permission, edit a document permission to all the member of this community
after that member is Login in the application but he/she can not able to add a folder and he/she cannot able edit the document
so how can i set the permission for my requirements as well as anything change the code...
