Password Changed notificantion not sending Temporary password

So for what ever reason the Reset Password email won't send a temporary password. I have it set up as such:
The Forgot Password request has been successfully submitted. Your new temporary password is [$USER_PASSWORD$]. To complete the password reset process, <a href="[$PORTAL_URL$]">click here</a>.
However where I have [$USER_PASSWORD$] it comes in as blank in the email. Any ideas as I am all out.
