User timezone not saving

I have the portal timezone settings set to UTC -11:00 Samoa.
My user account's timezone is also set to UTC -11:00 Samoa
Whenever I try to change my user timezone to something different, it will change back to Samoa after logging back in.

Am I misunderstanding how the user account timezone should work?
Is there a portal property that tells the portal timezone to override the user's timezone no matter what?

Any help would be appreciated,

It should save when you make the change. What version of Liferay are you using?

That liferay instance is using version 6.1.1 CE.

I've been playing around with it some more and noticed that the change will stick throughout my session. So I can change the timezone, mess around in other parts of liferay, come back to the Display Settings page in the Control Panel and my timezone will still be set to whatever I changed it too. It isn't until after I log out and log back in that the timezone changes back to UTC -11:00 Samoa.

6.1.1 GA2 has some known bugs, this might be one of them.

Try using the version from lcepatchers.org to see if your problem goes away.

If you are using ldap import, you might hit this bug:
http://issues.liferay.com/browse/LPS-23143

Please note, that the config string in the ticket is incorrect, better use this one ;)
ldap.user.ignore.attributes=languageId,timeZoneId
