Liferay Portal Certification

Hi

I am new to Liferay portal. Along with learning Liferay portal, I want to do " Liferay Certified Professional Developer" certification.
Is this certification is open to all ? can any one give this certification or it can be given only by set of peoples belonging to Partners companies of Liferay ?
