German umlauts not showing properly

Hi Everyone,
German umlauts are not showing instead it's showing some question mark . I have checked with the database character set it's set to UTF-8 and in JSP page Encoding,content Type also set to UTF-8 ,i am working with liferay-portal-tomcat-6.1.20-ee-ga2-20120731110418084 if anyone having solution please let me know.

Can you confirm that the value is retrieved properly from the database? That will help narrow down the issue.

Have you deployed any custom filters that grab request parameters?

Yes we are retrieving correct value from DB and we haven't deployed any custom filters
