How to allow new users to add portlets to their private page?

Hi there.

How to allow new users to add portlets to their private page?

I created a new user and have thrown about every role and permission on him. Still that guy cannot add a single portlet on his private page. The heading control bar is almost empty.

One more search click in Liferay and I go mad. Documentation here doesn't explain anything again.
Welcome any rescue to my clueless state. Cheers.

Assign users to "Power User" role, then user should be able to add portlets to private page.
