auto deploy does not hot deploy; only after restart

Has anyone experienced the problem of a war file not hot deploying from the auto.deploy.deploy.dir location that is set in the portal-ext.properties file? Usually it works fine, but on one of our test servers liferay didn't grab the file for hours; finally when the server was restarted, it picked it up and deployed it. I'm using liferay-5.2.2 on tomcat 6.0.18.
