button s problems in web content

Hi,

I have made one page template and apply it on site template ...when I am creating a site .We have 3 users....(1) Site Admin
(2)Site Contributor
(3) Site Editor
(4)Site Publisher.

Site Contributor when creating the content only cancel button comes...not submit for publication and save as draft button comes.....................plz help

Publisher needs to verify the new Content.
