Where is the upload-portlet button in 6.1.1?

In 6.1.1 there is some "marketplace" area, where I have to register to use it, instead of the upload-portlet button.
I dont want to register, only to upload a portlet from filesystem in my local test-portal o.0

So where can I find the button now?
